The only way a post/thread can appear in the moderation queue is if the visible tag is set to 0.
This happens:
a) When a thread with a poll is posted. The visible tag is 0 for the time between posting the thread, and posting the poll. So if the poll is never posted, the thread will not show
b) When you edit a thread and set the visible tag to 0
c) If the post/thread is awaiting moderation
I cannot see any other way that the visible tag could be set to 0. If a thread/post has ended up in the moderation queue, it will be one of the ways above (probably (a))

That is the purpose of Super Mods. If you want them to just have acces to specific forums make them regualr mods and give them access to whichever forums that you want.Comment
