The thread title explains my problem.
Can not lock topics. What file would most likely be causing this?

1. Make sure you're not seeing a cached page. (Press Ctrl+F5)
1a. Check out forumdisplay for that forum to see if it has the locked icon.
2. If you're testing it by clicking the reply/closed/quote button, your post will still go through since you have permissions to open/close threads, you can bypass the lock.Comment

These problems don't happen in the default vB. I suggest yiou either reupload all the orginal vB php files and remove all traces of your hacks from the database or ask for help in the appropriate hack threads over at vbulletin.org. Good luck!
P.S. If one of your hacks is vBPortal then be aware that I have seen numerous problems with it interfering with normal vB functions.Steve Machol, former vBulletin Customer Support Manager (and NOT retired!)

I think it would be very nice if a standard robots.txt file could be included with vbulletin.
In this file, the basic rules should be included to prohibit all non-essential links...-
