How do I find out who owns phoenixtours.com and contact them?
They seem to be sitting on phoenixtours.com & phoenixtours.co.uk but not using them.

A whois query should return what your after - as long as correct details were entered when it was registered and the owner hasnt 'kludged' them since registration.

There are many places to run a whois query from.
Some sites are domain type specific
e.g.
.com.au's
rather than just a .com
www.opensrs.net is a good place to start
www.melbourneit.com.au is another (for .com.au's)
Im sure the ever helpful vb members will provide you with a stack more.
There are even applications you can run on your PC that can can perfom a whois (plus many others).

By 'kludged' I meant provided false details.
