I'm not sure what the cheapest is, since it depends totally on your configuration.
Most will come pre-installed with everything you'll need to run the server, like Apache. You'll probably have to compile php and mysql and other stuff like that yourself.

well don't jump into it ... check out the hosting companies upgrade and addition bandwidth costs, set up fees, charges for support etc...
you don't want to have you server down without being able to reboot your server at your end, and not being able to get a timely response from your dedicated host.

cheapest is a cobalt raw from uk2.net but beware. You only get 5GB of traffic and extra is i think about £5/GB maybe even more ($7.50) which is not great. Also don't know if there are any issues about using coblat raq or not, there sometimes are with cgi programs so check out first.
Linux boxes seem to start at around $200 but then you normally get 50GB included and as 45x$7.50 > 200 it is probably a better deal that way.
Has anyone experiences with uk2.net. The price for the cobalts are very low. Where is the hooks there?

Think you need a 12 month contract and the fact the bandwidth is so expensive.
