Yes it is but remember that's our IMO's lol some would argue but certainly not me... I liked 3.8 though and plan on running two sites a 3.8 and 4.0 when I finish them both as I simply love vBulletin tbo.

Mike I have one more question. My test site is up and running great, thanks to you. Now I want to put it in action. Let me say first how I would do this and you correct me.
1. make a backup of the test site db.
2. reinstall vb 4.0 to the root so that when people log in they will go straight to the CMS.
3. upload the backup to the db.
I then should be ready too go. (as the sweat drips from my brow)
After all that then I can do away with the old site.

Again, please clarify via reply if I'm wrong...
Here's what I see:
You made a clone of your site, it's in a sub-folder. You upgrade it to 4.0 and it worked!
Now if you kept the live site open you have to say to yourself... should I repeat the process of cloning & upgrading OR lose a few posts by members?
If you want to have the most recent info, posts, threads etc then upgrade the live site as you have a 4.0 backup that is working great and the info is not that old in case anything goes wrong with the main site. This option since you have a clone in place per say is less time consuming.
If you don't care about a few posts, threads that have been made since you made that backup and upgraded it then you can...
1. Rename the old forum folder for example if it was www.yoursite.com/forums then rename forums to vbtest.
2. If you had the clone in for example www.yoursite.com/vB4 then simply rename it to forums now and access admincp, redo the url etc.
3. If you experience any login problems upload tools.php from the vBulletin .zip that is in the folder "do_not_upload" and reset the cookies per the guide above and you should be set!
So you have two ways to go, you decide but remember do NOT delete anything until you have something working and ready for use!

Also if anyone used vBa CMPS/vBadvanced as a CMS and your forum index.php was renamed to something else, make sure to change that in:
AdminCP > Settings > Options > Forums Home Page Options i.e.....
Script Name for Forum Home Page
This option allows you to set the script name of the page that acts as your forum home page. By default this will be 'forum' (meaning forum.php but you may want to call it whatever else you like for your own purposes.
If you change this value you must manually rename the forumhome PHP script to match the new value.

Make sure in AdminCP > Settings > Options > Site Name / URL / Contact Details is correct .
The urls to all articles, sections and categories still point to the test file.Comment

Check the CMS here on vBulletin.com, they are trying to showcase it as a manual for 4.0 per say but I'm not 100% on that... Also since I have had that happen before (Cache) I need to add it to the tutorial above and I'll give you credit for the reminder, sometimes it's clearing cookies and sometimes it's closing out your browser completely or a combination of both!

Where would I find the aforementioned config.php file??
Turn off ALL MODIFICATIONS. You can do this by disabling them all but the best and highly recommended way of doing this is by locating your config.php file and edit it (make a copy of it first and do not use notepad to edit use an external editor such as notepad ++ google it etc) and at the top below <php? add this:

*YOU MUST DISABLE MODS BEFORE UPGRADING, not afterwards when it failed the first time, NOW.
