Members cant upload avatar (safemode)

Hi, Ive installed the forum but cannot upload avatars to the site. the error is
Warning: move_uploaded_file() [function.move-uploaded-file]: SAFE MODE Restriction in effect. The script whose uid is 10580 is not allowed to access /tmp owned by uid 0 in [path]/includes/class_upload.php on line 371 ....I have set the folder /forum/tmp to chmod 777, what can i do to enable this?

You can specify your own tmp directory in your:

Admin CP -> vBulletin Options -> Server Settings and Optimization Options -> Safe Mode Upload Enabled
