I think they do use vBulletin, although I'm not sure if it's the latest version or not.

When they upgrade its got to be a public forum and this being from 2.x it could cause errors and errors is the last thing they want, not only that they have to also re-theme it and then also re-mod it, that's a lot of work for a large forum and also would annoy the users.
It's ABC of webmaster administration to do major site changes locally on development server(s), then move everything up to production server(s) that run the live site. The forum version they're running is more than 4 years old. Nothing IMHO justifies such a delay for a popular forum.

I agree with you on all what you've mentioned, but isn't that all is just the job of a webmaster? Many large forums that outnumber Winamp's forum member & post counts had upgraded even to the latest 3.6 branch.
I even don't think WF is that much customized so that upgrading becomes an issue. The forum itself is almost plain-vanilla vBulletin.

Simsimy, if you was on a forum and they was offline for like 12 hours and its a pretty popular forum, and if you were to visit it say 24-7 those 12 hour would make you want to find another forum thus leave that one.

There are things that are more important to the day to day running of the site than upgrading to the newest piece of software out.
Patching and security is different, but so long as the software you are running is stable, it can take a lower priority.
