What is an "active member"?

I can't find where to change or determine what the system uses to define an "active member" as opposed to just a member.

Admin CP -> vBulletin Options -> Forums Home Page Options -> Active Members Time Cut-Off

The active members feature has been implemented in the new vB3.5
This is vB2 forums, Steve.
