    Hide Age But Display Birthday

As far as I can make out there are only 4 options in the User CP concerning DOB.

    Display Age and DOB
    Display Age
    Hide Age and DOB

What I want to do is allow members to display their DOB but hide their age. So that a member can still have the day of their birthday celebrated (by entering the day and the month) but no have to tell everyone how old they are by showing the year.

If the field is an optional one then this is not a problem. But I cant enable the COPPA system and require a full DOB (for admin purposes) but also allow members to keep their age private.

I believe it behaves as always, when the year is not required, which is when the DOB is not required.

Sorry, I was not very clear.

It does behave as normal, but I want is for people to have the option of displaying their age but still forcing them to enter their year in their dob.

AFAIK the only way to do this without hacking is to enable COPPA which you have already ruled out. Try asking for help over at www.vbulletin.org.
