If you want a road map to do incremental upgrades to your computer, then we "hardware geeks" need two things:
1) Your point of origin;
2) Your destination.
What have you got now, and what are you looking to end up with?
And one other thought - you want "an awesome pc but cheap". It is very rare in my 20+ years of PC experience that the two go together. You buy cheap you get cheap.
You can get bang for your buck but not good for cheap. Yeah post operating system, memory, hdd, etc.
Most importantly, what would be the use for that PC ?
If it's for gaming the new games then a Dell is a no go.
If it's merely for office work then a Dell might suffice.
There's this saying amongst hardware geeks...
"Oh no dude, you got a Dell...."
(Dell's can be fine, but it depends on what it's used for)
Here's the problem, Dell, Alienwares, etc. etc. won't do a month to month plan with me because I have no credit.
I want to take the parts that I have now (see below) and buy new parts, than add it togeather and have a kick ass gaming/work PC.
Things that I will be doing with it.Here's what I got already.
- SuSE (or Mandrake) Linux on a 40GB HDD - For coding and other work
- Windows XP on a 160GB SATA HD - For gaming and personal use
Here's what I need new;
- 40GB HD
- 160GB SATA HD
- DVD-ROM
- CD-ROM
- 60MB Rageon All-In-Wonder Video Card
- SATA adaptor
- Floppy Drive
- 512MB PC2700 Memory Stick (one)
- 512MB PC2100 Memory Stick (one)
- 128MB PC2100 Memory Stick (two)
- SoundBlaster Audgy 2 Gamer X 24bit 7.1 Sround Sound
- 5.1 Logictech Speakers
- Etc. Etc.
- CPU Case with Fan
- New Video Card
- New Motherboard
- New proccessor
- New 19" (or larger) CRT
- New Memory Sticks
- DVD-RW / Burner
- Etc. etc.
Given what you wants its going to be cheaper to buy a new computer from Dell. You could then chuck in your spare SATA hard drive and upgrade the RAM (two things that are expensive to upgrade at Dell, so thats good). The other bits you could just ebay for a few bucks.
You didn't say if you needed a new CPU or not; thats clearly one of the most expensive things (after the monitor).

check if the motherboard brings a onboard video card, hope you don't get in trouble like me... had to buy a crappy AGP card(then changed to geforce fx 5200) because mine didnt bring onboard video.
