I am Importing from a vBulletin 3.8.2 site to a vBulletin 3.8.2 site. The source site has 52 users. 50 of them are failing to import. Any ideas on how to fix this?

What else should I be using to merge two vBulletin sites?
Ok, so now my target site statistics reflect that I have 0 members, when it initially had 289, the import site had 52.
The imported forums are not showing up on the forums either. I can see the users in the admincp, but their profiles fields are all blank.

Huh? You're merging or importing or what are you doing?
Please make this a little clearer.
Are you...
a) Merging two existing vBulletin sites EACH WITH their own database
b) Shifting one database to another site
c) Something completely different?Comment

She's merging one into an existing site Andrew - there are other posts about it.
Have you run all the 'rebuild' tasks?:

I have an existing forum, and bought an existing forum. Now I am attempting to use Impex to import/merge the two forums.
The failure happened in the initial import, but yes I did run all the rebuild tasks.Comment

I'm still not having any luck with the user import step. All 52 users failed to import.
After it failed I opted to remove the files imported for a clean restart at importing. This is the error message I got:
ImpEx Database errormysql error: Invalid SQL: DELETE FROM datastore WHERE title='ImpExSession';
mysql error: Table 'dbXXXXXXXX.datastore' doesn't exist
mysql error number: 1146

Ok, I attempted the import again. Still get the Failed to import user message for each user on my list (52 total). When I view the memberlist the members are there, but most of the info is missing in their profile. When I click the Database Cleanup and restart button I get this error message:

The support area in http://members.vbulletin.com/ is the offical way of getting support, these public forums are not, though people help here if they can.
Looks like youre ImpExConfig.php isn't set up correctly with the source and target details.Comment

It has been my experience with vBulletin that we try to get support on the forums first, then if it cannot be solved here we are directed to submit the info for help via the support system. Thanks for the heads up!Comment
