How Do I change posting rules menu into a "jump menu style?"

Hello,

I want to make the posting rules that appear at the bottom (footer area) of the threads to resemble a "jump menu" when collapsed. The current version of vbulletin has forum posting rules that when collapsed, moves the entire footer area and it looks really nasty.

Can someone help with this modification? Thank you.
