username not correctly escaped

usernames with chars like <>"& are not correctly saved in the database

A user at vbulletin-germany.com reported this.

He imported a wBB into vBulletin and had lots of users with chars like <>"& in their usernames and now these users are not able to login. In the database these chars are saved like they are but if I register a new user they get saved as < > ...
