Say for example I purchased the vBulletin licence and i forgot my password and recovery would I be able to use my transaction ID from paypal to get it back?

Contact [email protected] with as much info as you have and we'll work to get it back to you. Ultimately you must be the correct license holder though. If the license is licensed to a person's name, that must be your name. If the license is in someone else's name, they would have to contact us to get it back, and then, if they wanted, and the license was eligible, they could transfer it to you.
