Using one vb license have an active board, and a read only board using the database from sometime ago?

I know about the private part. However, this is something different I'm asking about. I'm asking if it would be ok to have a second install which will be open to the public but only in read-only format.

Ex. The main forums will be at location a. Location a will have a link to location b "take a look what the forums looked like x time ago". Location will be read only but accessible to the public.

I think you would need a second licence for that

Yes, a second license is required.

or you can get one of those free php forums, and import your old vbb db and use that as your readonly
