Upgrade from 5.1.3. to 5.1.4 hangs at Processing XML, Step 6 of 19

Upgrade went fine until this step, now it just cycles endlessly doing nothing. Is this an extremely long running step (hours?)

Anything I can do to resolve this? Reloading the page doesn't seem to do anything
