right after i logged out, i cant see any images, i can only see small boxes with border.

how do i change permission for unregistered/ not logged in users?
i have set "Can Download Image Attachments" to Yes

Did you check Usergroups > Channel Permission > find that forum > edit Unregistered Usergroup and verify Can Download Image Attachments is set to Yes there also?

If I post CSS and you don't know where it goes, throw it into the additional.css template.

I suspect that person did not upload the attachments correctly since I can see that other users are able to upload images just fine.

What are the *exact* steps the user is taking to upload the images?

            Hello Lynee

I have delete that post from my forum. but still i have that problem.

the steps i used to upload photos are

            1) Upload Attachments on top right corner
            2) Uploaded images and inserted them into post by selecting (small medium large)

its was viewable for sometime.. and showed broken images. like in the above image.

Update: Maybe im uploading too many images or images which are big in size?

            Thank you

After you upload the images and before you click Post Reply, you aren't clicking the little x above the post reply are you? If you click that x, then your attachments will break. Click image for larger version
