post out of order

My site has been experiencing a problem , where a users new posts appear at the top and not in order (only the user posting sees the post out of order), when the user refreshes the page the post goes back into order

eg:

post id 49
post id 51
post id 55(user post)
post id 52
post id 53
post id 54

but when the user refreshes
it goes back into correct order

i have disabled the plugins , but the problem is still there
