Problem with upload from website link

Hi
when i want upload file from (Upload Files from a Website) and put the direct link.this error was happens:

(invalid url)

and when i want change user avatar on admincp this error was happens:

(Unable to save image)

1- vbulletin version is : 4.2.3

2- php version is : 5.4

3- mysql version is : 5.5

4- the attachments saved in folder in forum root


in any post says created tmp folder and set permission as 777 and set safe_mode on in admincp. but in php version 5.4 in php.ini the safe_mode does not exist!

please help me to fix this problem
