Did you have your CMS disabled or uninstalled?
In any case use phpmyadmin or another MySQL tool to look at your package table int he database.
Does it have 3 entries?
Basically it should look something like this:
Code:packageid | productid | class 1 | vbulletin | vBForum 2 | vbblog | vBBlog 3 | vbcms |vBCms

Do you have important articles in CMS, If no try to manually uninstall it by running those queries from SQL tab in PhpMyAdmin

my upgrade completed but I have some problems :
1- When I enable the vBulletin CMS happening this problem when I open my home page

2- And the other problem is I can't upload any photo

Running IIS8, PHP 5.3.19 FastCGI, 5.1.66
Running upgrade.php via command line to avoid timeout issues. Gets somewhat through the process and hits a SQL Syntax error.
