When a user goes to my forum w/o registering, he is getting this error message from the first page:

vBulletin Message


The server is too busy at the moment. Please try again later.

but if he registers, he can see all threads/forums as normal.

if he just log-off, the same messages comes again.

An unregistered user have permission to see all forums.

Any ideas?
running version (vBulletin 4.1.5 Patch Level 1)

AdminCP > Settings > Options > Server Settings and Optimization Options >*NIX Server Load Limit > Set to 0 and save.

That was set to 5. I switch to zero and it's working now.
Any collateral damage doing that?

No, if you're on a shared server its nothing you can control anyway.
