I thought VB 4 had a built in CMS system? Does it not? I have to install a third party CMS for vbulletin?
I want to setup a CMS for my vbulletin forum that i just installed...?

It does if you have a vB4 "Publishing Suite" license that includes it. Yours is a vB4 "Forum" license, which doesn't.
As those licenses are no longer on sale, you would need to upgrade to a vB5 license (which includes the vB4 Publishing Suite) and then re-download the vB4 product files (which will then include the CMS), upload these to the server, and run the upgrade script. That will then install the CMS on your site.MARK.B
