How do I remove the 10 character limit for messages?

You can lower this to a minimum of 1 in your vBulletin Options.
vBulletin Options -> vBulletin Options -> Message Posting and Editing Options -> Minimum Characters Per PostTranslations provided by Google.

Maximum number of characters exceeded. It cannot be more than 10000 characters. The current number of characters is 16123
