How can users see who likes their posts?

I notice that on this forum it is possible to click on the bubble containing the Like count to see who likes the post.
On our forum it's not possible to do that unless you're an admin. Clicking the bubble does nothing. Is there a setting somewhere that I can't find?

In case anyone else has this question in the future, I have the solution.
It is a usergroup setting.
