On vBulletin 4.0.3 we have made some permission changes to usergroups when they interact with the CMS. This was done based on feedback on the existing permission setup in 4.0.2. The purpose of the change is to delineate the permissions to provide greater control to administrators on who has access to what permissions, in particular the edit and publish functionality.

We have created a new permission "Can Download", this will be added by default to all people with any permissions on the CMS.
Here is a list of the comparison of the permissions a user may have had in 4.0.2, and the corresponding permissions they will now have in 4.0.3
Please note: change in "Can use HTML". If you need to grant your users the ability to utilize HTML as well as to Edit and/or publish, you will need to now add these permissions on upgrading from 4.0.2 to 4.0.3, as users will not have those permissions by default any more.
