VB4B4 Memory Error when Post with UTF8 Thai

From CP, PHP upload max 10MB, PHP Memory Limit 64MB

My db is UTF-8, Thai.

I can read all Thai perfectly in VB4B4 but get this error:

When post any new post (not duplicated)
Fatal error: Allowed memory size of 8388608 bytes exhausted (tried to allocate 77824 bytes) in /home/excelexp/public_html/testvb/includes/adminfunctions.php on
line 3268

I have to refresh the page then this warning shows up:

Is this on a clean install? or upgrade? Does it still occur with 4.0.1? What level seo url's are you using?
