can't add tags in Russian language

open a thread- add/edit tags, put: выпустит (http://%d0%b2%d1%8b%d0%bf%d1%83%d1%81%d1%82%d0%b8%d1%82%2 0%d0%b4%d0%b2%d0%be%d0%b9%d0%bd%d0%be%d0%b9%20%d0% b0%d0%bb%d1%8c%d0%b1%d0%be%d0%bc/) .

Some tags couldn't be added for the following reason(s):
* You specified a tag that was too long. A tag can only be 25 characters.
Changes that did not cause errors have been applied.

Wayne, what common does UTF8 has with this problem?

If you try to add in Russian something like this:

тес
we will get:

&_#1090;&_#1077;&_#1089;
(I have added _ to show it proper to you)

Example is here -> 324122.

Of course if you will try to add some Russian word with more letters you will get:

* You specified a tag that was too long. A tag can only be 25 characters.
As in characters like
&_#1090; it will be bigger then 25 characters.
