Impex is not assigning moderators to forums. We have 253 moderators and Impex reports that they are successfully imported.
The progress lines in this step all look like:

With nothing after the arrow.
I'm assigning this high priority (which obviously you can/will change) because it will keep us from migrating as scheduled in 10 days.
