That would be a style, and it looks like its a mix of a custom job and blue saint.

Do a search on google for vBulletin Styles, that should result in quite a few places.
Before you buy ask for some sample work and ask at vB.org / vBT and here for anyone who might have delt with them before :)

Bluesaint was a style made by SaintDog and sold by vBulletinstyles.
