I am sooo tired of looking for a host that actually gives a you a service...

That host sounds really lousy. I'm with http://www.unitedhosting.co.uk , they're pretty good. My shared hosting account has a pretty hefty forum with over 1000 members, I recently asked them about server resources, and they said I had a long way to go before needing to find a dedicated solution.
Also check out http://www.webhostingtalk.com , lots of advice there on hosting!
