Where do I set the minimum # of posts before a usergroup can upload a custom avatar?

Use the promotion system...

1) Make the registered group so it cannot use custom avatars.
2) Create a new usergroup that can use custom avatars.
3) Create a promotion that moves users from the registered group to your new group after they reach XXX amount of posts.
