Dvorak layout in Windows XP?

How does one go about switching their keyboard layout in Windows XP. I can do it easily enough in older versions or Windows, but I can't seem to figure it out in XP. There are no apparent options in the Keyboard Panel or in the Regional and Language settings.

I tend to prefer the Dvorak layout, but it would help if I could find out how to switch it! ;)
