The way i understood it is that if someone owned a licence of vbulletin it COULD transfer to another owner is this true? The way i understood the sticky up top is that if i bought a owned license from someone it would be legal. The other thing kinda depends on my first question. If it is possible to transfer the owned license where would a good place be to look for someone that is willing to sell there license? Thanks.

Yes, it's possible. Read the restrictions in the license greement:

Would you happen to know a good place to ask or post to find a owned license?
