Why donīt you put the CSS in an external file named vbb.css? This reduces the traffic a little bit, because it will store in the browser cache.

You can do this through templates. The point of releasing templates is to give you a basic understanding of how the system works. Each administrator will have to optimize their systems as they feel will benefit their members the most.
Some sites may elminate CSS completely since it isn't supported to the standards specification by a single browser on the market today. Others may like the fact that it is in the control panel and can be edited from any browser in the world.
The templates given are the templates used here and should be used as examples not as the definitive way of doing things.

I understand both points and there's validity in both. So here's a suggestion for a future release so we can have our cake and eat it too. How about an option to use css inline as wluke suggests, and also include a file called vb.css which the end user can modify and in the CP allow the option to use the external vb.css file, and even point to another css file for those that already have one sitewide.....
Also, aren't there some cases where you would want to be able to use BOTH an external .css file as well as inline css?
P.S. there's another added feature that could be really cool if you use external .css file. If .css is used properly, (may require some significant work on the templates by the vb developers) you can even allow the vb end user in their profile to point to their own .css file....
There's a cool site forgot the name but they have a software for stylesheet editing, and at their homepage, you can click on a link which dynamically loads a different stylesheet, which renders the page totally different but cool each time...
