Can assure you, I have entered a message both times.
You can just fill out either of the forms at in the meantime

I believe they end up going to the same que as the piracy email anyways.

I sent an email to piracy@vbulletin.com and it went through just fine.

You may want to reconsider that, as I believe the ticket system doesn't support attachments.
