Are there going to be options for different templates for each forum ? One forum to look a certain way, another to look completely different. Is that possible ?

You can specify almost all the templates for each forum. See the vBulletin Online Manual (http://vbulletin.com/manual/control.html#4) for more information on what can be done with each individual forum.
