if your looking for an editor, id suggest notpad word pad that will edit them fine,

if you need a server can i suggest downloading apache, php, mysql, phpmyadmin

or get phperl from phperl2.sourceforge.net

Well to edit PHP Files Id recommend using TextPad 4. Very good and syntax higlihting and line by line search :)
