p3p header information

hello,

I have to add the following p3p header information for the cookie-handling in our vb2.30. I have to insert it before the setcookie call:

header ("P3P: CP=\"NOI DSP PSAo OUR NOR UNI\"");

but I don´t know where and how :(
Can anybody help me where I have to add the information and please incl. the syntax.
