I'm looking at the following dedicated server:
Pentium 4 2.4 ghz
1024 mb sdram
40 gig IDE hdd
What performance can I expect out of this machine, being as it will solely run a single vBulletin-powered site? How many concurrent users would I be able to have? Assume I am running MySQL 4 and the database is cached.

I use a similar setup: P4 2,4GHz, 40 GB IDE, MySQL 4, but only 512 MB.
The server has absolutely no problem with 200 concurrent users.
I think that 1024 will be able to handle at least 300 users at the same time.
The single harddisk will be this system's bottleneck.

It would also depend on other things too. If you optimize it then it should run smoother and better. It is really hard to say.
I run my site on a;
Intel 2.4Ghz P4
1024MB RAM
80GB IDE 7200RPM HD
RedHat Linux 7.3
It's load does get above 1.5 during peak times of the day, but so far *touch wood* it has done fine.

Thanks for the feedback. I'm just a little worried about the lack of DDR ram and the lack of two SCSI drives. And of course dual processors would be nice too ... the list goes on and on ...

I'm not HostOrbit but I use mmcache. Theres a thread in this forum on how to install it. Its a must install on any linux based web server.

probably around 150-250 vB users online over 15min cookie timeout based on 50/50 portioned members and guests

Well, I set up that configuration (from 1st post of thread) yesterday morning. Since then I've cached the database and installed mmcache. It seems pretty speedy I guess ;) Then again, traffic hasn't gone above 90 concurrent users since yesterday.
