i just registered for this, does anyone know how to set a vbulletin board up?.. do i have to host it?... and how?.. how do i get a domain name for vbulletin or whatever?

You have to buy vBulletin first.. its not free.

Before considering buying vbulletin, i'd purchase your domain with a registrar such as xreg.co.uk, then purchase your webspace with a hosting company- http://www.vbulletin.com/forum/forumdisplay.php?f=11 will help you decide on a webhost.

Once you've got your webspace with a webhost that supports mysql/sql/php then your ready to purchase vbulletin - http://www.vbulletin.com/order/
