Can anyone vouch for them in terms of reliability? Do they kick you off after your forum hits 100 people on at any given time?

I assume your talking about shared hosting... But, most hosts will kick you off if your on a shared host with 100 people online, yes. If you have 100 people online, or just don't want a headache, go with a nice dedicated server.

I am a student and I am trying to save money on webhosting (my calculations state that I spend $318.40 a year). My forums normally have 10 people online on average. I was curious if they would let anyone have 100 people online at any given time.

If they are offering you shared hosting, chances are if you hit up to 100 members and continue to do so then you will be asked to move. I have had clients hit 100-150 at a time, but it was due to google really pushing at thier site, of which is not often or hardly at all and they were not booted.
If you plan on keeping a steady count of 100+ members, even as much as 75+, then I would look into specialized hosting, a private server, or a dedicated server.
