ok im just wonder 2 things

say i buy a Owned License can i put it up on a temp site then move it over to my main site whens its up and running or its it better waiting till the new site is up and running?

also can i run say the main forum then a test forum (to test out hacks before installing onto main forum) with just 1 license?

You can buy a owned license and run it on any (one) web site that you want. Being it a localhost, a remote web server or on a intranet.

You can goto the vBulletin.com's members area and enter the right URL to the current, active location.

You can make a test setup on your system or somewhere and add hacks and styles. If you then want to move it to another server, you can make a backup (export) of the files and the .sql database. And import it on the other server (upload the files and import the .sql to the MySQL there). My advice is to have shell access (telnet/ssh) to the new web server, so you can do a proper import.

Once you have a valid license (like a owned one) you can have it running on a site and also have a temporary test version which isn't publicly reachable in a dir called testvb/ for some testing. - Please read the license agreement about this. (same license)

Each instance of a forum does require one license. But it is ok to have a temporary test instance running from the same license files. But please read the license agreement.

that means you can't run it on your localhost if that is a windows os ? :)
