Is it possible to utilize vB to post front page news ala with phpBB? Basically you have a news forum, you post there, and then the posts appear on the front page, with a "comment" link and people can comment on the news in the news forum, below the news article?

Yes, not only is this possible but there are several hacks available at vbulletin.org that do this.

Hm, I looked around there and searched but I didn't manage to find anything like a dedicated news posting hack apart from some first attempt by someone. Am I missing something obvious?

PluhNews, 'Last 10 posts on non-vB page', etc. You can also ask over there.

Hmm... I presume once vB 3 comes out, all the hacks will have to be rewritten?

Yes. However vB3 has an external.php script that will do this.
