What's the difference between the two versions of vBoard?

i presume you mean vBulletin 3.0 and vBulletin 2.3.x.
There's quite a lot, the all the added features for 3.0 it's WAAYY ahead of it's rivals, there's just too many differences between 3.0, 2.3.x and the rivals to mention here.
There are plenty of threads in the VB3 forums that explain the features and differences.

You get the option to download both when you purchase. I personally would recommend vB3 since it saves time upgrading from v2 to v3 which is a major task.

I know that I may be asking too much but I'd like someone to guide me around and answering all of my questions because I'm a hopeless case. Anyone volunteer?

In MY opinion, i'd say VB2 is best for beginner, once you've got to grasp with that, it's easy enough to update to VB3.
However,VB3 is best for the features, but all these features could become confusing to a n00b (Hell, even i didn't know what some things were in VB3)
