[Fixed] Again, incorrect copyrights in footer

I don't know why it goes wrong every version number, but : the footer still reads 2002 and not 2003 on a fresh install of 2.3.1

Speaking of copyright. I don't think the dynamic copyright year is a correct way of showing it. When you stop updating the version of product it will still continue to update the year.

It should probably be placed in global.php or the database like the version of the product. This way you can update the year when you update the version.
