Q on Video file uploads

Hi I am looking for a message board primarily with deaf users. Many of the users have web cams and regularly communicate with American sign language through video conferencing. I would like to know if your message board software allows users to upload clips such as real video clips to be viewed by other users, with maybe a section dedicated to only posts of video clips, with the first frame of the video file being a thumbnail image for that file, at full size, about 1.6 inches square, etc.

You can upload video files as long as the file is within the size limitations in PHP and MySQL. There is no option to automatically display a thumbnail image of a video clip however.
