Are the three forum ranks:
Admin, Super Mod, and Moderator?
Can you make them those three ranks?
And my main question: What are the powers of a Super Mod?

I'm not sure what you mean by 'ranks' but those as some of the user groups available in vB.
A Super Mod has all the permissions of an Admin, except without access to the Admin CP (unless you specifically allow it.)

So some examples would be: Promoting Mods, Demoting Mods, changing forum settings such as background, etc, right. And also banning permantely.
What are some powers that moderators have? Close, Delete, move, and Ban? Or more?

You can setup as many different user groups as you want - although I've never heard the terms 'Promoting Mods' and 'Demoting Mods' before. With each user group therer is a whole set of permissions you can set. The permissions available are somewhat different between the current stable release (2.3.0) and the public beta (vB3 beta 4.)
We do have a live demo of the 2.3.0 admin control panel, which you can view and test at this page:

You can use following username and password to access the Admin CP:
username: admin
password: admin

I notice there is no option to promote Super Mods, but rather only Moderators.
So.. And how come on some forums when I go to forum leaders some place only have "Moderators and a list of names" but others have "Admin- name" "Super Mod-name" and "Moderators- Name".

To 'promote' a Mod to Super Mod, you just chage their user group.

I went to the tag to edit the super mod thing and..
You can basically put no on all the check marks and make super mods useless.. Is that right?
Or is that for memebers editing and not Super mods?

Yes, you can change the permissions for any user group you want. I'm not sure what your last question means though.

For the Admin demo can I log in as a Super Mod to see what that is like?
Like making a new account and giving that person super mod status.

Sorry for double post but:
In the Admin Demo I made a name called "test name" and added that to the Super Mod Group.
When I log in as that name all that I see possible for me is to close, delete, spilt, merge, etc the thread.
Where is the Super Mod control panel?

There isn't one specifically for Super Mods... The only difference between Moderators and Super-Moderators is this:
Moderators are assigned to individual forums and you have strict control over what they can do in those forums.
Super Moderators have all moderation powers in every forum regardless of any other settings.

I thougt Super Mods could make Memebers into Moderators?
So if you just gave someone normal Moderator power over all the forums they would be the same as a Super?
Hmm.. Since on forums such as neoseeker.com a Super mod has the ability to make memebers mods, etc.

As an Admin you can give Super Mods access to the Admin CP. The downside of this is that this essentially make them Admins themselves.
In vB3 you will be able to assign certain Admin CP permissions to each Admin. This is probably what you are looking for.

But is this true:
Lets say there is a forum with only three boards, and there is one guy who mods all three boards. Does that mean he has the same power as another guy who is a Super Mod?

Yes, assuming the permissions for both user groups are identical and the Super Mod has not been given access to the Admin CP.
