I would like to order and thoroughly test out vB on my server before transferring my UBB forums to it. Will I be able to install and set up vB, then after I've made sure it runs correctly and looks like I want it to, transfer my UBB forums, threads and members to it? I'd rather have this transfer occur after I've set it up than during the initial installation.

yes, that isn't a problem as both can be run on the same server.
It is sometimes best to name the forums the same tho - or else you can get duplicates ie if in vB u have a forum called UK FAST FORWARD and in UBB it is called UK FASTFORWARD then it will have 2 forums when imported in.
So, my all means play with it then when u are ready to import the data, flush out the existing data to make it 'cleaner'.

Hi Steve,
You can install Vbulletin, then import all your messages from UBB during its installation, and still keep your UBB forums in case something goes wrong (it won't!).
I bought Vb in May last year, tested it for several months and decided to tell my members to move from UBB to Vb in December.
I am very happy with Vb and people post a lot more than when I had UBB.
I still have the UBB at
http://boxerworld.com/cgi-bin/Ultimate.cgi
My license will expire on March so I can still test UBB 6.0 and see all its bugs ;)
My Vb is at http://www.boxerworld.com/forums

Just to clarify something real quick.
You don't actually import the UBB during installation -- it's a section in the CP so you can import at anytime.

Thanks everyone. That answers my question.
