Is it possible to host vB on your own computer??

Is it possible to host vBulletin on your own computer and not put it on a webserver??? (I'm talking Microsoft Web Publishing Wizard here!)
I am wanting to test the forum for myself before putting it on-line!

Also, how do you create the following:
Member
Star member
Superstar member
Shooting Star Member
(based on number of posts by member)

and how do you create Forum Guides and Administrators!

I want my forums to look as good as Media UK's forums did, they used vB and looked great!!
Shame they're now closed, though.

You need to do as I mentioned earlier in order to receive vBulletin support.

Also , this wasn't the first (http://www.vbulletin.com/forum/showthread.php?t=75363) time you've been asked to enter your email address.
