[FIXED] Avatar and profile picture max. filesize limited to 65535 bytes

1. Custom Avatar Maximum File Size and Profile Picture Maximum File Size in Usergroup Manager is limited to 65535 bytes.

2. Problem exists in newly installed forums as well as in upgraded forums.

3. Change either of these values to 70000 and go back to the page. You will see 65535 instead of 70000.

4. The fields avatarmaxsize and profilepicmaxsize should be mediumint instead of smallint.

ALTER TABLE usergroup
CHANGE avatarmaxwidth avatarmaxwidth SMALLINT UNSIGNED NOT NULL,
CHANGE avatarmaxsize avatarmaxsize INT UNSIGNED NOT NULL,
CHANGE profilepicmaxwidth profilepicmaxwidth SMALLINT UNSIGNED NOT NULL,
CHANGE profilepicmaxsize profilepicmaxsize INT UNSIGNED NOT NULL
(I am using INT not MEDIUMINT, as MEDIUMINT is not allowed in non-MySQL database systems)
